It systematically summarizes the theories of global R&D investment by combining the research findings of foreign scholars. The third chapter, based on a review of a large amount of literature, provides a detailed analysis of the geographical distribution, industry distribution, and functional evolution of multinational corporations' overseas&D R institutions. Considering the influence of host countries and multinational corporations themselves, it summarizes the development trends of multinational corporations' overseas R&D behavior in terms of quantity, scale, efficiency, and function. The fourth chapter, after defining the concept of multinational corporations' R&D institutions in China, focuses on analyzing the industry, country, and regional distribution of R&D investment in China. By combining the factors influencing foreign R&D investment in China, it predicts the development trends of foreign R&D institutions in China. The fifth chapter is the key chapter of the paper. Based on a horizontal comparison of the impact of foreign R&D institutions on host countries, the author uses quantitative methods to focus on analyzing the impact of foreign investment on China's industry. The results of both industry and regional empirical analyses prove that foreign investment has a technological spillover effect on China's domestic industry, and there is a significant causal relationship between foreign R&D investment and the growth rate of domestic industry. At the same time, actual cases also prove the existence of the technological diffusion effect of foreign R&D investment. Therefore, the paper concludes that multinational corporations' R&D investment in China significantly promotes China's technological progress. The sixth chapter, after systematically analyzing the theory of technological leapfrog development, summarizes the models for developing countries to achieve technological leapfrog development in the context of globalization. Through an international comparison of technological development levels, it points out the theoretical possibility of China achieving technological leapfrog development and demonstrates the practical feasibility of technological leapfrog development through existing practices. The seventh chapter, through empirical analysis, proves that foreign R&D investment significantly promotes the enhancement of R&D levels of domestic enterprises in China, which is beneficial to achieving technological leapfrog development in China's industry. By analyzing the impact of global R&D as an external factor on the establishment and improvement of national innovation systems, and by separately analyzing the national security industry technology development strategy, it summarizes and prospects the relationship between multinational corporations' global R&D investment and China's technological development. It also proposes targeted policy recommendations for leveraging global R&D to promote China's technological leapfrog development.
