Currently, we are in a critical period of strategic opportunity in the first two decades of the new century, as well as a key phase for Zhejiang to build a moderately prosperous society in all respects and accelerate modernization. Private enterprises in Zhejiang bear an even greater historical mission. If the second leap of the private economy propelled Zhejiang's historic transition from subsistence to a moderately prosperous society and transformed it from a resource-poor province into an economic powerhouse, then to build an economic strong province, achieve a moderately prosperous society in all respects, and advance the basic realization of modernization, Zhejiang must drive the private economy to achieve a new leap. This is an objective requirement based on Zhejiang's realities and the need to leverage its comparative advantages. It is also an urgent necessity to adapt to changes in the international and domestic environment and enhance Zhejiang's international economic competitiveness.
At present, the private economy in Zhejiang faces historic opportunities. The 16th National Congress of the Communist Party of China explicitly stated that the public sector economy must be consolidated and developed unswervingly, while the non-public sector economy must be encouraged, supported, and guided without hesitation. This has created a fair legal and institutional environment and an equal policy environment for the development of the private economy, fundamentally eliminating long-standing ideological concerns and obstacles that have constrained its growth. It has also provided a strong spiritual impetus and institutional guarantee for the new round of development of the private economy.
Globalization and the accelerated transfer of international industries and capital worldwide are favorable for private enterprises to actively participate in international division of labor and competition, better utilize both domestic and international resources and markets, and acquire more factors and resources to expand their development space. The rapid advancement of the new technological revolution, especially informatization, is conducive to private enterprises fully leveraging foreign new technological achievements and advanced equipment, accelerating the overall improvement of their quality and international competitiveness.
After more than two decades of development, Zhejiang's private economy has accumulated considerable strength. A large number of private enterprises have the capacity and conditions to reach new heights and achieve a new leap based on their current foundation.
