Article 2 The term "railway" referred to in this Law includes national railways, local railways, dedicated railways, and railway branch lines. National railways refer to railways managed by the competent railway department of the State Council. Local railways refer to railways managed by local governments. Dedicated railways refer to railways managed by enterprises or other units, which are exclusively for the internal transportation needs of the enterprise or unit. Railway branch lines refer to spurs connected to national railways or other railway lines, managed by enterprises or other units. Article 3 The competent railway department of the State Council is responsible for the overall work of railways in the country, implements a highly centralized and unified command transportation management system for national railways, and provides guidance, coordination, supervision, and assistance for local railways, dedicated railways, and railway branch lines. National railway transport enterprises exercise administrative management functions granted by laws and administrative regulations. Article 4 The state shall focus on the development of national railways and vigorously support the development of local railways. Article 5 Railway transport enterprises must adhere to the socialist business direction and the purpose of serving the people, improve management and operation, effectively improve the railway atmosphere, and enhance the quality of transportation services.
