Over 200 agricultural experts and relevant leaders participated in its creation. Its main features are the integration of policy, science, and practicality. It serves as a bluebook for government departments to organize, coordinate, and deploy agricultural science and technology work, as well as a must-read for science and technology administrators and personnel to grasp the development direction and priorities of agricultural science and technology.
