Features: The newly promulgated "Regulations on the Political Work of the People's Liberation Army" explicitly propose the tasks of psychological warfare, legal warfare, and information warfare, collectively referred to as "Three Wars." Incorporating legal warfare as a component of the PLA's political work preparedness represents a significant innovation and development in comprehensively strengthening military construction and preparing for military struggles in the new century and new stage. Currently, the entire army is seriously studying the issue of the "Three Wars." In terms of the "Three Wars" themselves, psychological warfare and information warfare are also and successful experiences of the PLA in overcoming enemies. However, with the development of society and the emergence of high-tech warfare, the content, methods, and implementation of psychological warfare and information warfare have undergone new developments and changes. But legal warfare is a new concept introduced in the PLA's regulations, and its definition, connotation, tasks, and "operational methods" all require careful grasp and reflection. Although "legal warfare" is a newly proposed term in the political work regulations, its main content, basic requirements, and forms of expression have long existed in both military, commercial, cultural, and other social spheres.
