Features: The "China City '11th Five-Year Plan' Core Issues Research Report," which has the wisdom and dedication of over 100 domestic experts and scholars, was released on September 15. As the first comprehensive research report in China on the core issues of the city's "11th Five-Year Plan," the report focuses on the achievements and challenges of China's rapid urbanization during the "10th Five-Year Plan" period. It aims to grasp the new opportunities and challenges faced by Chinese cities under the new international and domestic economic and social conditions, and conducts an in-depth study of the major theoretical and practical issues in urban development strategies and urban management in the strategic opportunity period of the next 20 years. The report comprehensively elaborates on the strategies of leading development in eastern cities, rapid rise in central cities, and advantageous development in western cities during the "11th Five-Year Plan" period. It also focuses on analyzing the implementation of the metropolitan area strategy in Chinese cities, promoting the formation of urban industrial clusters, and building a three-in-one structure of urban clusters, city circles, and urban belts with layered, grouped, and plate-like development. The entire report spans 2 million words, divided into three volumes with 22 thematic sections.
At the Beijing Summit of the 5th Beijing Chaoyang International Business Festival · China City Forum held today, Lian Yuming, the team leader of the China City "11th Five-Year Plan" Core Issues Research Project and the president of Beijing International City Development Research Institute, stated that the next 5 to 10 years will be a critical period for Chinese cities to transition from primary to advanced levels, from general to specialized, and from tactical to strategic transformations. He proposed four core concepts for the research on the "11th Five-Year Plan" for Chinese cities:
- Guiding the planning process with the Scientific Outlook on Development is the ideological mainline of the "11th Five-Year Plan."
- Optimizing spatial layout, industrial structure, and development environment are the core content of the "11th Five-Year Plan."
- Coordinating urban-rural development and prioritizing the development of social undertakings are the strategic priorities of the "11th Five-Year Plan."
- Advancing government reform is a key link in the "11th Five-Year Plan."
It is reported that the final conclusions of the report are based on a solid foundation of practice. The team of experts in the research project used many leading cities in China as samples, engaged in in-depth communication with government leaders in cities such as Beijing's Chaoyang District, Dalian, and Chengdu, conducted exchanges with residents in streets, communities, enterprises, and various sectors, organized multiple targeted surveys, and held academic seminars and forums. Currently, the China City "11th Five-Year Plan" Core Issues Research Project is conducting follow-up work, including typical case studies of cities such as Harbin, Changchun, Shenyang, Dalian, Jinan, Qingdao, Wuhan, Nanjing, Ningbo, Hangzhou, Xiamen, Guangzhou, Shenzhen, Xi'an, and Chengdu, and will gradually release research findings.
