Features: The public security organs are an important tool of the people's democratic dictatorship, an armed state administrative force for public order, and a criminal judicial force. Building a high-quality team of public security officers is a crucial guarantee for governing the country according to law, achieving long-term stability and peace, and ensuring the people's peace and prosperity. To improve the quality of the public security officer team, enhance their knowledge structure, and boost their combat effectiveness, the Ministry of Personnel and the Ministry of Public Security jointly issued the "Recruitment Methods for Public Security Officers of Public Security Organs" on September 10, 1996, which clearly defined the principles, procedures, and examination subjects for recruiting public security officers. On May 25, 2000, the Ministry of Personnel and the Ministry of Public Security jointly issued the "Opinions on Implementing Provincial-Level Unified Examinations for Recruiting Public Security Officers in Local Public Security Organs," emphasizing that local public security organs at all levels must adhere to the principle of "all entrants must be examined." The recruitment of public security officers at the level of deputy section chief or below in local public security organs should be organized as unified examinations at the provincial (autonomous region, municipal) level, while other departments or regions below the provincial level should not organize recruitment examinations for public security officers. The Ministry of Personnel and the Ministry of Public Security are responsible for formulating relevant policies and regulations, determining examination content and textbooks, setting standards for physical fitness, psychological quality assessment, physical examinations, and evaluations, and guiding and inspecting the recruitment examinations in various regions.
In January 2001, the Political Department of the Ministry of Public Security, referring to the requirements of the "Public Examination Syllabus" for the recruitment of civil servants, combined with the characteristics of public security professional examinations, organized the compilation of the "Public Security Officer Recruitment Examination Syllabus for Professional Subjects," which clearly defined the content and scope of public security professional examinations, standardizing and specifying the examination criteria.
After the issuance of the "Recruitment Methods for Public Security Officers of Public Security Organs" and the "Opinions on Implementing Provincial-Level Unified Examinations for Recruiting Public Security Officers in Local Public Security Organs," the public security organs and personnel departments in all provinces, autonomous regions, and municipalities attached great importance, made meticulous arrangements, and vigorously promoted the work of provincial-level unified examinations for recruiting public security officers, achieving positive results and receiving praise from all sectors of society. This has played an important role in effectively preventing unfair practices in the recruitment and utilization of public security officers, ensuring that newly recruited public security officers possess sound political quality, cultural and professional competence, and good moral character, and in building a high-quality team of public security officers.
The public security officer recruitment examination is an ability test, primarily assessing candidates' ability to analyze and solve problems using theories and principles, as well as their written expression skills, logical thinking ability, comprehensive analysis ability, adaptability, coordination ability, and comprehension ability. At the same time, it is a selection test with strong competitiveness, aiming to select the best from the best. The public security officer recruitment examination provides a competitive stage for those who are committed to the public security cause. Participating in the recruitment examination competition is both sacred and honorable. To stand out in the exam, one must be well-prepared: first, to understand the characteristics, subjects, content, and answer strategies of the written exam; second, to be particularly familiar with the structure, testing points, and answer techniques of each exam paper, and to practice targeted exercises; and third, to grasp the methods, question characteristics, evaluation criteria, and response techniques of the interview, and to conduct simulated practice.
To provide assistance to candidates who aspire to become public security officers, improve their study efficiency, and enhance their overall quality, we have organized experts and scholars from the People's University of China, the National School of Administration, the Central Party School, Peking University, and Renmin University of China to meticulously compile a series of "Recommended Books for the Recruitment Examination of Public Security Officers." This series includes: "Study Guide for Public Security Basic Knowledge," "Exercise Collection for Public Security Basic Knowledge," "Public Basic Knowledge," "Administrative Professional Ability Test," "Essay," "Interview," and "Standardized Examination Papers."
Since their publication in 2003, these recommended books have won social acclaim, been widely welcomed by candidates, and received unanimous praise due to their high quality and strong relevance. Many successful candidates and examinees have sent letters to the authors and publishers to express their gratitude and provide valuable suggestions. In a spirit of responsibility toward candidates and the cultivation of a high-quality team of public security officers, and in response to the new situation and suggestions from examinees, the authors have revised this series of books. The revised edition is even more distinctive and more beneficial for candidates in their studies and competition for success: first, targetedness. Tailored to the civil servant recruitment examination, especially the public security officer recruitment examination, and addressing the characteristics of the exam and the concerns of candidates, it analyzes the content distribution and focus of past exam questions, providing introductions on question types, testing points, study strategies, response techniques, and simulated examples, highlighting key points and demonstrating strong relevance. Second, systematicness. This series systematically covers everything from the overall requirements of the written exam to the content of each subject exam paper, from the structure of the interview to interview questions, structured interview methods, and examiner scoring, as well as question analysis, response techniques, and simulated practice. Third, efficiency. Candidates, whether recent graduates or working professionals, are often busy with studies or work, and the public security officer recruitment examination has a short timeframe from the announcement of the recruitment notice to the written and interview stages. This series is concise, selects typical past exam questions, includes representative simulated questions, and incorporates the study strategies of successful candidates, significantly improving study efficiency. Fourth, practicality. The authors of this series are highly experienced, some having long engaged in research on public security officer recruitment examinations, others having provided exam tutoring for many years, and some being successful candidates themselves. The content is closely tied to actual exam conditions, highly typical, and representative, giving candidates a realistic and practical sense when studying.
During the writing and publishing process, this series has received strong support from relevant experts, departments, and organizations, and has referenced and quoted parts of certain works, documents, and materials. We hope this series can provide practical assistance to candidates in their preparation and wish all those who aspire to become public security officers success in the exam and truly become police officers.
