Features: Language and character work is related to all sectors of society and is an important part of the construction of socialist modernization. Promoting the standardization and normalization of language and characters is of great significance for the development of education, science and technology, and cultural undertakings, implementing the policy of opening to the outside world and revitalizing the domestic economy, as well as strengthening economic and cultural exchanges at home and abroad. Since the founding of the country, the Chinese government and relevant departments have taken many positive measures in the standardization of language and characters, and have successively issued various regulations. Some of them have been published as separate books, but due to the passage of time, they are now difficult to purchase. Others are scattered in newspapers and magazines, making it hard to collect them completely, and very inconvenient to use. Therefore, we have organized and compiled the main laws, decisions, regulatory documents, international standards, national standards, and regulations related to language and characters issued and implemented over the years for everyone to refer to. This manual is reprinted based on the 1993 revised edition. To ensure the accuracy and reliability of the material and make it practical and easy to use, this reprinting has not only supplemented the international standard "Bibliographic Information Work—Romanization of Chinese Characters" but also replaced the newly revised and issued three national standards: "Regulations on the Use of Numbers in Publications," "Punctuation Usage," and "Basic Rules of Orthography of Hanyu Pinyin." In addition, in line with the spirit of the "Joint Notice on Issuing the 'General Standard for the Stroke Order of Common Characters in Modern Chinese' on July 4, 1997," the order of characters in the "General List of Common Characters in Modern Chinese" and the "List of Common Characters in Modern Chinese" has been adjusted. Furthermore, the content, text, phonetic annotations, and formatting of the original materials have been carefully checked and corrected for omissions and errors caused by technical reasons. Some materials have been reorganized and adjusted in order, with necessary explanations or annotations added. After the "General Table of Simplified Characters," "List of Common Characters in Modern Chinese," and "Table of Auditory Standardization of Dialectically Different Readings of Mandarin," there are separately attached the "Index of the General Table of Simplified Characters" ("Looking Up Characters by Pinyin," "Looking Up Simplified Characters by Traditional Characters," "Looking Up Traditional Characters by Simplified Characters"), the "Index of 3,500 Common Characters by Stroke Order" (arranged in a mixed order of common and less common characters), and the "Index of the Table of Auditory Standardization of Dialectically Different Readings of Mandarin by Stroke Order."
