The research object of this book mainly focuses on applied documents and the writing of applied documents used by government agencies, organizations, units, and individuals due to official and business activities. The genres of applied documents are diverse. Due to varying standards, their classification also differs. From the perspective of origin, applied documents can be divided into outgoing documents (dispatched documents), incoming documents (received documents), and internal documents. From the perspective of function, applied documents can be divided into directive documents, normative documents, submission documents, notification documents, and record documents. From the perspective of writing relationship or direction, applied documents can be divided into superordinate documents, parallel documents, subordinate documents, and general documents. From the perspective of processing requirements, applied documents can be classified in multiple ways. For example: based on content processing requirements, there are items requiring action and reference items; based on time processing requirements, there are urgent items, emergency items, and regular items; based on confidentiality processing requirements, there are confidential items and ordinary items. The classification of applied documents plays an important role in the timely, accurate, and secure handling and storage of documents. This book comprehensively considers the characteristics, functions, writing principles, and teaching principles of applied documents, dividing them into three major categories: administrative documents, regulations and rules documents, and miscellaneous documents.
I. Administrative Documents
Administrative documents, also known as government agency documents, are abbreviated as documents. They are official documents formed during the administrative process of government agencies, possessing legal effectiveness and standardized formats, serving as important tools for legal administration and official activities. According to the "Measures for the Handling of Government Agency Documents," administrative documents are divided into 13 types. Enterprises, institutions, and public organizations often use these administrative documents accordingly. The 13 types of administrative documents can be further divided into several subcategories based on their characteristics and functions.
(1) Directive Documents
This category includes orders (edicts), opinions, decisions, notices, reports, replies, and meeting minutes, totaling seven types. Based on writing relationship or direction, directive documents are classified as subordinate documents.
(2) Submission Documents
This category includes proposals, reports, requests, and opinions, totaling four types. Based on writing relationship or direction, submission documents are classified as superordinate documents.
(3) Public Announcement Documents
This category includes announcements and notices, totaling two types. Based on writing relationship or direction, public announcement documents are classified as general documents.
(4) Consultation Documents
This category includes only memoranda. Memoranda are often used as parallel documents. In daily work and life, people commonly refer to administrative documents as files. The term "file" should be understood from both a broad and narrow perspective. Broadly speaking, "file" is actually a synonym for applied documents, encompassing both official and personal documents. Narrowly speaking, it refers only to administrative documents.
II. Regulations and Rules Documents
Common regulations and rules documents include regulations, provisions, measures, detailed rules, and bylaws. Additionally, there are codes, rules, standards, systems, and conventions. The meanings of regulations and rules documents can be found in relevant chapters of this book.
