1. This study guide is designed as supplementary material for the "National Level Textbook for Ordinary Higher Education 'Fifteen-Year Plan'" Public Finance (4th Edition), edited by Professor Chen Gong of Renmin University of China.

As supplementary material for the Public Finance (4th Edition) textbook, this study guide closely aligns with the chapter structure of the original text, excluding only the introduction, and includes 16 chapters. Each chapter is tailored to the original content and consists of three parts: Background Materials, Exercises, and Reference Answers.
- Background Materials include:
(1) Indicating the main topic of the chapter.
(2) Learning objectives and requirements. Based on the textbook content, key points of each chapter are summarized and categorized into three levels—understanding, comprehension, and mastery—to highlight key and challenging areas.
(3) Background information. Except for Chapters 9, 13, 14, and 16, each chapter provides relevant background knowledge, theoretical reasoning, model derivations, and case analyses related to the textbook content, enriching the material and offering readers a broader platform for learning and reflection.
- Exercises include five types: term definitions, fill-in-the-blanks, true/false, multiple-choice, and short-answer questions. Among them, "term definitions" and "short-answer questions" are selected from the "Key Terms" and "Review and Reflection" sections of the original textbook, while other objective questions are carefully designed to address key learning difficulties and requirements, helping readers reinforce their understanding of key concepts.
- Reference Answers provide solutions to the exercises in the second part, serving as a reference for readers during their studies.
4. The features of this study guide are:
(1) The entire guide is closely tied to the textbook content, offering learning strategies and methods while providing abundant background materials to enrich readers' understanding of public finance and help cultivate and improve their learning interest.
(2) Exercises emphasize key points, with difficulty levels suitable for various exam preparations, combining both subjective and objective question types to accommodate diverse learning needs.
(3) As a reference for the textbook, the answers provided in this guide offer only one possible approach to solving problems and perspectives for analysis. Readers may adjust their answers based on the guide's solutions or explore alternative approaches and viewpoints, as long as their responses are logical and well-reasoned.
