Features: To implement the "Management Measures for the Environmental Administration of New Chemical Substances," standardize the hazard assessment of new chemical substances, protect human health, and safeguard the ecological environment, this standard has been formulated. This standard specifies the data requirements, assessment methods, classification criteria, and writing of assessment conclusions for the hazard assessment of new chemical substances. The review of applications for the registration of new chemical substances shall comply with this standard. Applicants for the registration of new chemical characteristics may also refer to this standard for self-assessment of the submitted substances. This standard was first proposed by the Science and Technology Standards Department of the State Environmental Protection Administration. The drafting units of this standard are: the Chemical Registration Center of the State Environmental Protection Administration, the Research Institute of Environmental Science, Chinese Academy of Sciences, and the Medical School of Peking University. This standard was approved by the State Environmental Protection Administration on April 13, 2004. This is the first issuance of the standard and shall come into effect on June 1, 2004. The State Environmental Protection Administration is responsible for interpreting this standard.
