Features: The 16th Plenary Session of the Communist Party of China Central Committee explicitly pointed out that it is necessary to improve the government's social management and public service functions, providing strong institutional guarantees for building a moderately prosperous society in all respects. Twenty-five years of reform practice have proven that government reform has been an integral part of China's reform process. Every step forward in China's reform relies on the actual progress of government reform. At this stage, many prominent contradictions and issues in the economy and society are directly or indirectly linked to government reform. In fact, government reform has not only become a focal point of public concern but also the central focus of China's next phase of reform. On November 29–30, 2003, the China Institute for Reform and Development, in collaboration with the German Technical Cooperation Company, jointly hosted the "International Symposium on Building a Public Service-Oriented Government—Government Reform in China during the Transition Period." Representatives from relevant central government departments, research institutions, universities, and enterprises, as well as officials and scholars from Germany, the United States, the United Kingdom, Poland, Bulgaria, Australia, Norway, Singapore, the European Union, Transparency International, and the Organization for Economic Cooperation and Development, totaling over 140 people, participated in the conference. The meeting conducted lively and in-depth discussions on key topics such as the urgency of government transformation during China's marketization process, the goals of transformation, the pathways of transformation, and effective governance structures. This book is a collection of major articles from the "International Symposium on Building a Public Service-Oriented Government—Government Reform in China during the Transition Period."
