Features: Corruption is a serious social evil. Our Party has always attached great importance to combating corrupt behavior. Comrade Deng Xiaoping once clearly pointed out: "Throughout the process of reform and opening up, we must combat corruption. For cadres and Party members, integrity building must be treated as a major task." The report of the 16th National Congress emphasized: "Resolutely combating and preventing corruption is a major political task for the entire Party. If we do not resolutely punish corruption, the bond between the Party and the people will be severely damaged, the Party's ruling status will be at risk, and the Party may face self-destruction." As the national legal supervisory organ, the procuratorial organs bear the legal responsibilities of investigating and preventing duty crimes, reviewing and deciding arrests, prosecuting in court, and supervising litigation. They play a vital role in the anti-corruption struggle. Since the 15th National Congress, procuratorial organs have strengthened their work in investigating duty crimes in line with the central government's strategic deployment for anti-corruption efforts. The intensity of case handling has continuously increased, the quality of cases has improved, and the effectiveness of case handling has become evident, playing an important role in promoting the deepening of the anti-corruption struggle. At the same time, they have actively responded to the development trend of shifting from focusing on immediate measures to addressing both symptoms and root causes, gradually increasing efforts to address root causes, and have taken the prevention of duty crimes as an important task for serving the broader goals of the procuratorial organs, further promoting the deepening of the anti-corruption struggle. Through the joint efforts of the entire Party and society, the anti-corruption struggle has achieved new significant results. However, it must also be recognized that the conditions and soil that give rise to corruption are still present in some areas, and the situation of the anti-corruption struggle remains severe. We must fully recognize the urgency and long-term nature of the anti-corruption struggle, remain confident, work solidly, legal responsibilities, and promote the in-depth development of the anti-corruption struggle.
The discipline and conduct of the procuratorial team are closely linked to and mutually supportive of the anti-corruption struggle. Strengthening and improving the work style of the procuratorial team, and genuinely addressing outstanding issues in law enforcement conduct, are not only important content of the procuratorial organs' integrity and discipline building and self-anti-corruption efforts but also a crucial organizational guarantee for promoting the in-depth development of the anti-corruption struggle. The functions and tasks of the procuratorial organs determine that they must not only play a good role in anti-corruption efforts but also seriously carry out self-anti-corruption work. In recent years, procuratorial organs have resolutely implemented the central government's instructions on strengthening integrity and discipline building and the construction of the political and legal teams. Adhering to strict discipline in procuratorial work, they have taken comprehensive measures such as implementing the central government's decision that political and legal organs should no longer engage in business activities, conducting centralized rectification campaigns, strengthening the construction of grassroots procuratorial organs, carrying out major inspections of law enforcement conduct, implementing the responsibility system for integrity and discipline building, and severely investigating cases of violations and disciplinary offenses. With great determination and hard work, they have focused on the construction of the procuratorial team, leading to profound changes in the team's discipline and conduct, a year-on-year reduction in violations and disciplinary offenses, and a significant improvement in the image of law enforcement.
Facing the situation and tasks of the procuratorial organs in the new century, we must guide ourselves with the Important Thought of "Three Represents" and, in accordance with the requirements of "Eight Adherences and Eight Opposings," further strengthen the discipline and conduct building of the procuratorial team. We must strive to build a procuratorial team that is politically firm, professionally skilled, conduct exemplary, and law-enforcing just, providing a strong guarantee for the development of the procuratorial cause.
