The excessive burden on primary and secondary students has long been a persistent issue in China's basic education, drawing attention from the Party and government, academia, and the public. In recent years, governments at all levels, education departments, and primary and secondary schools have taken corresponding measures to alleviate the burden on students. However, the problem of excessive student burden still persists to varying degrees in many regions, with some areas experiencing particularly severe cases, now posing an obstacle to the comprehensive advancement of quality-oriented education.
On January 3, 2000, the Ministry of Education issued Notice No. 1 of 2000, "Emergency Notice on Reducing the Burden on Students in Primary Schools." On January 7, the Ministry held the New Millennium Conference—"TV Meeting on Reducing the Excessive Burden on Primary and Secondary Students"—designating the reduction of student burden as the top priority for the new millennium. On February 1, General Secretary Jiang Zemin delivered a speech titled "On Education," highlighting that the heavy burden on students has led to significant psychological pressure, undermining their healthy development. The speech, delivered from the perspective of national prosperity and ethnic rejuvenation, offered profound and incisive insights into a series of major issues in China's education system.
