Following the conclusion of the Third Plenary Session of the 16th Central Committee of the Communist Party of China, the Institute of Reform Research (ISR) co-hosted the "New Stage, New Choices, New Paths—The 5th Forum on China's Basic Sector Reform" with the German Technology Cooperation Company on October 17-18, 2003. The conference discussed topics such as relaxing market access in China's basic sectors, diversifying investment entities, corporate governance structures, effective regulatory mechanisms, and the role of the government in reforms. Over 100 participants from relevant central government departments, research institutions, universities, and foreign experts attended the meeting. This book is compiled from the papers submitted to the conference.
