Features: Human resources are a national resource, and the construction of talent teams has always been highly valued by the Party and the State. The 16th National Congress proposed the grand goal of building a moderately prosperous society in all respects and vigorously implementing the strategy of strengthening the nation through talent. The "Decision of the CPC Central Committee and the State Council on Further Strengthening Talent Work" clearly states that talent issues are a key factor in the development of Party and state affairs. The fundamental task of talent work in the new century and new stage is to implement the strategy of strengthening the nation through talent. In implementing the Scientific Outlook on Development, building a moderately prosperous society in all respects, and building a harmonious socialist society, we must not only accelerate national economic development, promote the comprehensive progress of social undertakings, and establish a sound medical and health service system, but also pay attention to the training, selection, and improvement of health talent, building a team of health professionals with sound ideology, high moral character, excellent skills, and loyal service. To accurately grasp the health talent resources, the Ministry of Health established the National Health Manpower Database in 2002, collecting basic information on over 4.3 million people. In 2006, the database was updated, and based on this, research on health manpower was organized, forming the "China Health Manpower Report." This report provides rich basic information and strong decision-making support for formulating future health manpower policies and plans and optimizing human resource allocation.
