Features: Recently, we formed a dedicated research team and visited Jiangning District, Jiangning Subdistrict, and Paifang Village in the General Office (Research Institute) of Nanjing Municipal People's Government as a research contact point. Applying the principles of sociological investigation, we conducted empirical research on the basic conditions and relevant policies of rural areas through a resident-based approach, and explored operation models for the construction of new rural areas with Nanjing characteristics at the practical level. Through investigation and reflection, we proposed preliminary concepts and suggestions for this operational model based on the requirements of scientific development and a correct performance-oriented governance philosophy: with the main goals of "harmony, prosperity, and civilization," following the development approach of "coordinated planning and targeted implementation," constructing a core framework of "three breakthroughs and one enhancement," clarifying the advancement direction of "marketization, industrial park integration, and functionalization," and comprehensively promoting the construction of socialist new rural areas in Nanjing. This research project distributed 240 questionnaires, of which 207 were returned, yielding an 86% response rate; held 12 symposiums with 104 participants; conducted interviews with 76 villagers, accounting for 4.02% of the village's total population; produced 53 thematic materials and 5 questionnaire statistics; and the research period spanned from March 28, 2006, to May 28, 2006, with an effective research duration of 53 days.
