Features: This book summarizes the current status and issues of higher education research both domestically and internationally, pointing out that in today's world, the total amount of high-quality talent a country or region possesses largely determines its position in the global landscape. Developing higher education is the primary pathway to cultivating high-quality talent. Currently, higher education in both mainland China and the four special administrative regions faces a relatively complex internal and external environment, as well as favorable opportunities. By analyzing the development history, current status, existing problems, countermeasures, and prospects of higher education in Taiwan, Hong Kong, and Macau, it highlights that the key to higher education development lies in the cultivation of teachers and students. Using analytical methods such as game theory, it emphasizes the rational establishment of higher education investment models, university teacher management game models, university teacher transaction models, university teacher mobility models, university teacher incentive models, university talent cultivation indicators, and university talent development models. It analyzes the employment of college students and employment costs, proposing relevant policy recommendations. It also draws on the historical development experiences of talent in the United States, the United Kingdom, Japan, and China. It proposes the necessity and feasibility of advancing Chinese-language higher education. Finally, it puts forward policy recommendations for both mainland China and the four special administrative regions to jointly promote the development of Chinese higher education.
