Chapter "Causes of the Deterioration of Japanese State-Owned Railway Operations" explores the multiple reasons behind the deterioration of JR's operations.
Chapter "JR Reform Proposals and Implementation" examines the emergence of the JR division and privatization reform proposal, the preparation for the JR reform, particularly legal preparations, and the specific measures taken to implement the reform.
Chapter "Analysis of the Characteristics of the JR Reform" conducts an empirical analysis of JR from the perspectives of public and corporate nature by comparing the specifics before and after the reform, concluding that the public nature of JR has generally been weakened while its corporate nature has been strengthened.
Final Chapter "The Unfinished JR Reform" acknowledges the achievements of the JR reform while also pointing out its shortcomings.
