Features: China's peaceful rise not only transforms the nation at an ever-accelerating pace but also becomes a positive factor in the comprehensive development of politics, economy, military, society, and culture in the world and the Asia-Pacific region. Observing China's development over the past 20 years since the reform and opening-up, it is not difficult to find that "peaceful rise" has in fact been fully integrated and permeated into all aspects of China's development, becoming the guiding strategy and major policies for China's overall development. It regulates the direction of development in various fields such as politics, economy, society, culture, diplomacy, and military. Over the past 20-plus years, China's national defense and military construction has made significant progress in alignment with its peaceful rise and under this premise, becoming an important component and concrete manifestation of China's peaceful rise. For a long time, China's national defense and military construction has been a focal point of international attention in the process of its peaceful rise. How to view and understand the relationship between China's peaceful rise and its national defense and military construction is crucial for correctly grasping the nature, path, prospects of China's peaceful rise, as well as its interactions with the region and the world.
Foreign anti-China forces, driven by concerns about China's peaceful development and growing strength, have distorted and vilified China's reasonable, appropriate, and just development of its national defense and military, vigorously promoting the so-called "China threat theory" centered on the idea of a "Chinese military threat," claiming that China will rely on rapid economic growth to massively expand its military and pursue a path of external expansion. For a long time, foreign anti-China forces have used China's achievements in national defense and military construction as a key basis for the "China threat theory," raising strong doubts about China's path of peaceful rise.
At the same time, within China, there are also differing views and opinions on the role of national defense and military construction in its peaceful rise. Some argue that to follow the path of peaceful rise, China should fully demonstrate its peaceful intentions and efforts to the outside world and adopt a cautious and restrained attitude in developing national defense and military capabilities, even at the cost of compressing or even abandoning legitimate needs. Others, however, believe that national defense and military construction is vital to the survival and development of the nation and should always be prioritized as a key task of national development, with no excessive hesitation or restrictions in building military strength.
Both perspectives have their limitations: the formerly treats military development, while the latter excessively emphasizes it. However, a common point between the two is that they both view the advancement of national defense and military construction as being in contradiction with the path of peaceful rise. Yet, evidence shows that China's peaceful rise and its national defense and military construction are not contradictory but dialectically unified—they are interdependent, mutually reinforcing, and mutually restrictive. China's national defense and military serve as the solid pillar and backing for its peaceful rise, and a nation committed to the path of peaceful rise must maintain a strong defense force. At the same time, China's peaceful rise provides a solid material foundation for its national defense and military construction, regulating and constraining the direction of its development.
