Features: Unemployment insurance refers to a system implemented by legislation that forces the state to establish a fund collectively managed by society to provide material assistance to workers who temporarily lose their source of livelihood due to unemployment. It is an important component of the social security system and one of the main programs of social insurance. However, many people are unaware of fundamental issues such as how to contribute to unemployment insurance, under what circumstances one can enjoy unemployment insurance benefits, and how to apply for unemployment insurance, which directly affect workers' interests. As a result, in practice, most eligible individuals do not receive genuine unemployment insurance relief, ultimately preventing the unemployment insurance system—a crucial part of China's social security system—from fulfilling its social role. The purpose of this book is to introduce China's unemployment insurance system in a question-and-answer format using language, enabling ordinary workers to benefit from it. The design of the questions and answers is primarily aimed at common practical issues, covering all relevant questions about the unemployment insurance system for the target readership. Additionally, most answers are accompanied by corresponding legal references, allowing readers to understand how China's laws and regulations specifically address these issues after finding their answers. Another key feature of this book is that most questions and answers related to workers' interests are followed by small case studies. This case-based approach provides readers with the most direct answers if they have similar experiences. At the end of the book, there are relevant tables, flowcharts, and website addresses related to unemployment insurance for easy reference.
According to different aspects of the unemployment insurance system, the book is divided into eleven chapters, each designed around specific questions. The questions are posed from various perspectives to provide readers with a comprehensive solution to specific issues. Following a logical order, the chapters are arranged as follows:
Chapter 1, Introduction to Unemployment Insurance;
Chapter 2, Scope of Unemployment Insurance Participation;

As a graduate student in civil and commercial law, I have been dedicated to researching social insurance systems and have a solid theoretical foundation. My practical experience gained through internships and work in labor departments, courts, and law firms over the years ensures that this book goes beyond theoretical discussions and is highly actionable. Master's students Guo Wei from China University of Political Science and Law, Wang Bin, and Xu Huayu from Capital Normal University also contributed to writing certain chapters, providing significant assistance in data organization and text proofreading. During the writing process, the book benefited greatly from the tireless guidance of Lawyer Huang Leping, a labor law expert and renowned labor rights advocate. I sincerely express my gratitude to him. Due to our limitations and time constraints, there may be omissions in the book. We kindly invite readers to point out any errors or suggest improvements.
