Features: In 2006, it was the starting year of the forestry "11th Five-Year Plan" and a pivotal year for China's forestry to carry forward the past and embrace the future. The new situation and tasks of economic and social development have elevated forestry to an unprecedented height, bringing it with unprecedented opportunities. The role of forestry construction in the economic and social structure is becoming increasingly important, and its contributions are becoming more prominent. The recently concluded 6th Plenary Session of the 16th Central Committee of the Communist Party of China made a major decision on several significant issues regarding the construction of a socialist harmonious society, clearly proposing the goal of "significantly improved resource utilization efficiency and markedly better ecological environment." This has placed new, higher demands on forestry, bestowed it with greater expectations, and endowed it with a more profound historical mission. Looking ahead, we stand at a new historical starting point. We face both favorable opportunities and severe challenges; we have both advantageous conditions and unfavorable factors. Under the strong leadership of the Party Central Committee and the State Council, guided by Deng Xiaoping Theory and the Important Thought of Three Represents, and with scientific development as the overall framework for forestry work, we must thoroughly implement the Central Forestry Decisions, comprehensively carry out the forestry development strategy centered on ecological construction, accelerate the transformation of traditional forestry into modern forestry, focus on building a forestry production and industrial system, implement project-driven strategies, deepen institutional reforms, strengthen scientific and technological innovation, enhance scientific management, transform growth models, and significantly improve the quality and efficiency of forestry development. We must further enhance the supply capacity of ecological products, forest products, and ecological cultural products, fully leverage the ecological, economic, and social benefits, continuously explore the multiple functions of forestry, meet the diverse needs of society, and strive to advance China's forestry to a new stage of rapid and high-quality development, thereby making new contributions to promoting harmonious coexistence between humans and nature, building a socialist new rural China, and constructing a socialist harmonious society.
