Features: Mineral resource enterprises are directly engaged in mineral exploration and development, serving as production bases that provide mineral energy and raw materials for the country. Mineral resource enterprise groups generally start with mining and processing industries or smelting industries, and through years of development, they extend and expand upstream and downstream to achieve diversified operations, eventually growing into large-scale business groups with substantial economic strength. The construction and development of mineral resource enterprises provide indispensable energy and raw materials for China's economic construction. Therefore, discussing the development strategy of mineral resource enterprises, with these enterprises as the main subject, is a strategically significant proposition. This paper takes mineral resource enterprises as the research object and uses Western Mining Group as an example for analysis and illustration. Based on an investigation of the current status of mineral resources in China and an elaboration of relevant theories on the rational development and utilization of mineral resources, the paper conducts an in-depth analysis of the characteristics of mineral resource enterprise formation, focusing on new models for resource development and operation, as well as the organizational design of resource development. It also conducts an empirical study on Western Mining Group's resource strategy and the coordinated development of Western Mining Group's resource strategy and the economy of the Western region.
Chapter 1 is the introduction, proposing the background and research value of the paper, introducing the research methods and approach, and outlining the logical structure of the research content. Chapter 2 elaborates on the relevant theories of mineral resource enterprises and mineral resource enterprise groups, analyzing the meaning and types of business groups, their formation drivers, and construction conditions. It also studies the development models and formation methods of mineral resource enterprise groups, discussing the models of mineral resource enterprise groups with different business scopes, resource types, and development stages. This chapter also applies systematic control theory and matter-element analysis theory to study the collaborative management mechanisms of business group systems, providing a new approach and technique for systematic control theory and matter-element analysis theory in the research of collaborative management in business group systems, and offering a mathematical basis for constructing collaborative management mechanisms in business group systems. The study of collaborative management mechanisms in business group systems using systematic control theory and matter-element analysis theory represents a breakthrough in the theoretical research of business group systems. This chapter also analyzes the characteristics of collaborative management in business group systems from the perspective of synergetics, studies concepts such as composite factors and collaborative mechanisms in composite systems of business groups, and establishes a conceptual model of "system collaborative management" for business groups based on this foundation.
Chapter 3 discusses the theory of resource strategies for mineral resource enterprises in China. It provides a theoretical analysis of the implementation of resource strategies by mineral resource enterprises from the perspectives of scientific development, sustainable development theory, regional economic theory, and circular economy theory. It also elaborates on the background of mineral resources faced by mineral resource enterprises in China, the characteristics of China's mineral resources, and the foundation for formulating mineral resource development strategies in China.
Chapter 4 analyzes the mineral resource property rights system and the resource strategies of mineral resource enterprises. It mainly includes the impact of the mineral resource property rights system on the resource development strategies of mineral resource enterprises, the influence and role of reforms in mineral resource property rights systems on resource strategies, the construction of resource strategies for mineral resource enterprises through the circulation of mining rights, and the capitalization of mining rights and the capitalization operation of mineral resources.
Chapter 5 analyzes the resource development strategies of mineral resource enterprises during their transformation period. In addition to the efforts of mineral resource enterprises themselves to find appropriate resource transformation paths, the state also needs to provide necessary policy support.
Chapter 6 designs a new model for the organizational structure of resource development in mineral resource enterprises. From the perspective of the resource view of enterprises, it designs and constructs a new model for the organizational structure of resource development in mineral resource enterprises, discussing the characteristics of resource development in mineral resource enterprises and the requirements for their organizational structure.
Chapter 7 discusses the resource strategy of Western Mining Group and its coordinated development with the economy of the Western region. It elaborates on the construction of Western Mining Group as a resource-based enterprise and the relationship between Western Mining Group and the economy of the Western region.
Chapter 8 is the conclusion and outlook of the paper, summarizing and synthesizing the main arguments of the paper and looking ahead to future research.
