Features: Management science was first applied to industrial enterprises, driving the development of industries in various countries. Later, it was used in the meso-level domain, giving rise to disciplines such as economic management and administrative management, which have also played a positive role in improving the management levels of these fields. When it comes to a more macro social level, is it even more necessary to introduce the concepts, methods, and experiences of scientific management? The answer should be affirmative, as society is broader in scope, more complex in structure, more regular in management, more challenging, and requires more updates in concepts, making it even more in need of social management theory to serve it. Social management is an interdisciplinary science that lies at the intersection of political science, sociology, and management. Management practices in different societies share both common patterns and unique characteristics. While some management scholars abroad have begun exploring the concept of "social management," their focus has primarily been on the conditions of Western capitalism, leaving little room for China to absorb only certain common principles. The theory of social management originates from practice but also transcends it. Theory should not merely describe reality. It should also explore the paths and ideal states of social management. The ideal state represents certain standards, and the gap between these standards and reality often indicates problems. Identifying these problems, taking measures, and implementing solutions signifies the improvement of social management levels and governance capabilities.
