Features: China's new round of tax system reform has been launched, marking the beginning of the reform of the export tax rebates (and exemptions) mechanism starting from January 1, 2004. Its novelty and impact have truly attracted worldwide attention! The practice of implementing tax rebates (and exemptions) on export goods is an internationally accepted custom in global trade, serving the functions of avoiding double taxation, promoting fair competition, and facilitating import and export trade. China's export tax rebates (and exemptions) refer to the practice in international trade where goods declared for export in China are either rebated or exempted from the Value Added Tax (VAT) and Consumption Tax paid at all production and circulation stages within China. With the advancement of economic globalization, international trade activities have become increasingly frequent, and the import and export of goods and services have become indispensable business operations for every enterprise, especially the export business. If a company wishes to expand its exports and reduce the export prices of its goods, it can enhance its competitiveness in the international market. While there are many methods to lower export prices, only export tax rebates (and exemptions) comply with international customs. Therefore, the policies, regulations, and methods of export tax rebates (and exemptions) have become a must-learn subject for export enterprises. At the same time, with the development of the market economy, tax planning, as one of the modern financial management tools, has been adopted by some enterprises in China and has achieved significant results. Like other economic activities, the export tax rebate (and exemption) business of export enterprises should also undergo tax planning to achieve effective tax-saving goals, and familiarity with tax laws is a necessary step in tax planning. Due to social progress and economic development, the reform of the export tax rebate (and exemption) mechanism, the issuance of many new regulations such as the Foreign Trade Law of the People's Republic of China and the Administrative Licensing Decree; the State Administration of Taxation's release in 2006 of 127 ineffective or abolished regulatory documents in the form of notices; and the centralized adjustment of export tax rebate rates for certain goods and the addition of prohibited items in processing trade in September of the same year have all led to significant changes in the current export tax rebate (and exemption) policies. To meet the needs of a broad readership for the current effective policies, we have comprehensively reviewed the export tax rebate (and exemption) regulations, removed outdated content, and systematized the effective parts, upon which we have compiled the Manual of Export Tax Rebates (and Exemptions) for everyone to reference and use. The content of this book mainly includes three parts: the current effective regulations of export tax rebates (and exemptions), accounting treatment methods, and the current effective import and export regulations of customs. Therefore, this book is highly practical.
