Features: This regulation consists of six parts, including: General Provisions, Basis for Preparation, Terminology, Composition of Cost Items in Bill of Quantities, Bill of Quantities and Pricing Format, and Bill of Quantities Items and Calculation Rules. This regulation has the following characteristics:
1. The "Petroleum and Chemical Engineering Construction Bill of Quantities Pricing Regulation" fully implements the National Standard "Code for Bill of Quantities Pricing in Construction Projects" (GB50500) and the "Notice on Issuance" issued by the Ministry of Construction of the People's Republic of China and the Ministry of Finance (Jianbiao [2003] 206), adapting to the needs of the national reform in construction project cost management.
2. The "Petroleum and Chemical Engineering Construction Bill of Quantities Pricing Regulation" serves as the basis for standardizing the preparation of bill of quantities and project pricing, being a part of the tendering and bidding documents for engineering construction projects of the group company and the shareholding company. The regulation is based on the current "Petroleum and Chemical Installation Engineering Budget Indicators," with sub-items as the project division principle. The costs of project entities and measures are listed separately, as are project costs and main material costs, and construction costs and third-party inspection fees. This aligns with actual practices and facilitates application.
3. The "Petroleum and Chemical Engineering Construction Bill of Quantities Pricing Regulation" standardizes the behavior of bidders and suppliers. From project codes, project divisions, project characteristics, measurement units, and calculation rules to standardized tendering and bidding forms and their content, it promotes management efficiency, cost control, and improved work productivity. At the same time, it significantly reduces the workload of pricing personnel and enhances management and operational standards.
