Hu Jintao pointed out in his speech that over the past year, party committees at all levels, governments, and discipline inspection commissions had attached great importance to the construction of a clean government and the fight against corruption, implemented the outline for establishing and improving the system for punishing and preventing corruption, resolutely handled major and serious cases, and addressed outstanding issues affecting the well-being of the people. Significant progress and achievements had been made in the construction of a clean government and the fight against corruption. However, the task remains arduous. Party committees at all levels, governments, and discipline inspection commissions must firmly adhere to the strategic principle of combating corruption by treating both symptoms and root causes, comprehensively governing, taking both punishment and prevention measures, and focusing on prevention. They must improve the system for punishing and preventing corruption, integrate anti-corruption efforts into economic, political, cultural, social, and Party construction, expand the scope of anti-corruption work from the source, and firmly advance the construction of a clean government and the fight against corruption.
Hu Jintao emphasized that anti-corruption work must focus on key areas. Currently, efforts must be concentrated on the following four aspects: First, it is essential to further strengthen the education, supervision, and self-discipline of leading cadres. We must start with ideological and moral education to continuously strengthen the ideological and moral foundation for clean governance and build a solid defense line against corruption. We must seriously implement the various systems of intra-Party supervision, focus on the clean governance and self-discipline of leading cadres, and effectively address outstanding issues in their integrity in governance. Second, it is essential to further strengthen the handling of major and serious cases. Third, it is essential to further strengthen the work of correcting unhealthy practices that harm the interests of the people. We must firmly prioritize addressing outstanding issues that harm the interests of the people as the focus of clean government and political style construction, and concentrate on solving the serious problems that the public strongly opposes. Fourth, it is essential to further strengthen the innovation of the mechanisms and systems for anti-corruption work. We must seize the key of exercising power correctly, establish a power operation mechanism with a rational structure, scientific allocation, strict procedures, and effective checks and balances, strengthen supervision and inspection of system implementation, and resolutely uphold the authority and seriousness of the systems.
Hu Jintao emphasized that the improvement of the conduct of leading cadres is a strategic task of Party construction and must be pursued unremittingly. Strengthening the conduct of leading cadres is an inevitable requirement for fully implementing the scientific concept of development, an inevitable requirement for building a harmonious socialist society, an inevitable requirement for enhancing the Party's governing capacity and maintaining and developing its advanced nature, and an inevitable requirement for doing anti-corruption work in the new situation. Only by persistently improving the conduct of leading cadres, continuously educating and guiding cadres at all levels to genuinely shift their style in line with the scientific concept of development, truly practice for the people, be pragmatic, and be clean, and consciously uphold the glorious traditions and sound work style of the Party while resisting the erosion of decadent and backward ideas, can we promote the sound and rapid development of the economy and society, form a strong force for jointly building a harmonious socialist society, maintain our advanced nature, and genuinely advance anti-corruption work.
Hu Jintao emphasized that we must adhere to the guidance of Deng Xiaoping Theory and the Important Thought of Three Represents, fully implement the scientific concept of development, carry forward the glorious traditions and sound work style of the Party, and comprehensively strengthen the ideological, academic, work, leadership, and personal conduct of cadres in line with the requirements of the new situation and tasks. We must promote positive trends, resist negative trends, focus on solving outstanding issues, and strive to achieve further improvements in the conduct of leading cadres, providing strong support for building a moderately prosperous society in all respects and constructing a harmonious socialist society.
In our work, we must vigorously advocate the following eight aspects of positive conduct among cadres at all levels:
1. Diligent learning and applying knowledge, firmly establishing the idea of lifelong learning, adhering to the Marxist style of linking theory with practice, striving to lead in building a learning-oriented Party and society, transforming the understanding and achievements of learning into the ability to build a moderately prosperous society in all respects and a harmonious socialist society, and into the ability to enhance the Party's governing capacity and advanced nature.
2. Caring for the people and serving the people, firmly establishing the Marxist viewpoint of the masses, consistently adhering to the Party's line of mass work, always placing ourselves in the correct position relative to the people, staying close to the people in thought and sentiment, making every effort to address the outstanding issues strongly raised by the people, and making every effort to care for the production and livelihood of the people in difficulty, doing more for the people's satisfaction, resolving their concerns, and working for their interests.
3. Being pragmatic and pursuing real results, promoting the spirit of truth-seeking and pragmatism, fostering a style of truth-seeking and pragmatism, enhancing a sense of responsibility and urgency in our work, advancing our cause step by step, and ensuring that our achievements stand the test of practice, the people, and history.
4. Striving hard and saving, remembering the "Two Obligations," leading the spirit of hard struggle and thrift, opposing extravagance and waste, resisting hedonism,, and extravagance, and applying the principle of thrift in all aspects of our work, truly using limited funds and resources where they are most needed.
5. Considering the overall situation and obeying orders, consciously upholding the authority of the Central Committee and the unity and seriousness of its major policies, ensuring the implementation of the Party's theory, line, and policies, and the implementation of the Party and state's work arrangements, while skillfully combining the Central Committee's spirit with the actual conditions of local and departmental work to carry out creative work.
6. Hu Jintao emphasized that Party committees at all levels must firmly take the improvement of the conduct of leading cadres as a key focus of Party style construction, establish leadership mechanisms and work mechanisms for improving the conduct of leading cadres, and promote all work through tangible results in improving the conduct of leading cadres. We must strengthen supervision over key links closely related to the conduct of leading cadres, broaden channels for supervision, enhance the and effectiveness of supervision, and promote the improvement of the conduct of leading cadres.
Hu Jintao pointed out that discipline inspection cadres bear important responsibilities in the construction of a clean government and the fight against corruption. The Standing Committee of the Central Commission for Discipline Inspection presided over the meeting.
