It aims to deepen people's understanding of the forefront of China's talent development and promote the dissemination of the concept that "talent resources are resources." At the same time, it also hopes to provide scientific references for government decision-making and offer a platform for talent researchers to exchange ideas. In December 2003, the Central Committee of the Communist Party of China held the first national talent work conference in the history of China. Hu Jintao and other central leaders delivered important speeches at the conference and subsequently issued the "Decision of the Central Committee of the Communist Party of China and the State Council on Further Strengthening Talent Work." After the talent work conference, talent issues received high attention from all sectors. Many departments established specialized talent management institutions, and research in the field of talent has made significant progress. At the same time, as China's talent work is in a period of development and breakthrough, it still faces many challenges, making it urgent to conduct in-depth research and discussion on some cutting-edge issues to promote the advancement of talent work and research to a new stage. Editors organized and published the book "China's Talent Frontiers" based on this practical need. Guided by the spirit of the talent work conference and the decision on talent work, adhering to the scientific development concept and the principle of the Party's leadership in talent work, the book compiles the latest research findings of many scholars, especially those with cutting-edge content, aiming to enhance people's understanding of talent frontiers from a broader perspective, promote the dissemination of the concept that "talent resources are resources," create a favorable environment for improving China's talent management and development, and promote the perfection and innovation of talent policies. The book also hopes to provide a platform for talent researchers to exchange ideas and serve the expansion of China's talent research team. The content of the book mainly includes the following five aspects.
Part 1 primarily discusses talent policy-related content. This part mainly analyzes reforms and innovations in China's wage system, postgraduate supervisor system, expert consultation and demonstration system, and other aspects. It also provides an in-depth discussion on legal and household registration issues in China's talent mobility, the evolution and development trends of China's continuing education policies, and insights from developed regions' talent incentives.
Part 2 focuses on talent team building. This part provides a detailed introduction to the talent status in China's civil aviation industry, the development of skilled talent teams, the model for cultivating successors in family enterprises, as well as the training and management of new professional talents in the military and the current shortage of female talent.
Part 3 discusses the development of science and technology talent. This part covers comprehensive content such as talent development issues in China's high-tech industries and talent attraction policies, as well as more targeted content such as the strategic construction of China's IT talent development and public policy choices.
Part 4 emphasizes the relationship between human capital and talent development. Main content includes fiscal and tax policies and institutional arrangements for human capital development, China's talent development strategy in the financial industry, human capital issues in the reduction of state-owned shares, and the role of social capital in rural population migration.
Part 5 explores China's talent development environment and trajectory from the perspectives of talent strategy and talent development laws. This part discusses the impact of factors such as economic globalization and the "official-oriented" mindset on the development of China's talent teams. It also examines the laws of talent development in the information age by analyzing domestic and international talent development experiences.
Many of the issues discussed in the book are still under exploration and research, and some viewpoints remain controversial. The main purpose of publishing these viewpoints is to attract more attention from experts and scholars engaged in related research, deepen the understanding of these issues, and contribute to the advancement of China's talent cause.
