Features: This book divides Public Administration into five parts: Introduction, Main Body, Functions, Elements, and Departments. It is an exploration in the construction of the theoretical system of Public Administration. This book can serve as a textbook for undergraduate and graduate students of Public Administration in higher education institutions, as well as a training manual for civil servants. Public Administration is an emerging interdisciplinary discipline that emerged alongside the "Government Rebuilding" movement in the West during the 1970s, and was formed on the basis of traditional administration, management, economics, and other fields. At the end of the 20th century, China experienced a "Public Administration Boom." Public Administration has been listed as a first-level discipline under Management, and Public Administration has also been included as a core course for Master of Public Administration (MPA). As a new discipline, Public Administration does not yet have a unified theoretical system. Based on the research achievements of public administration theories at home and abroad, combined with the current state of public administration in China, and using accumulated teaching and research experience in public administration, we wrote this book. This book divides Public Administration into five parts: Introduction, Main Body, Functions, Elements, and Departments. The Introduction mainly introduces the core theories of public administration and the development process of public administration; the Main Body mainly introduces the connotation and extension of the main body of public administration—public organizations, the public management functions of government organizations and non-governmental organizations, as well as their public management ethics; the Functions part mainly introduces the planning, decision-making, implementation, coordination, and supervision functions of public organizations; the Elements part mainly introduces the content, problems, and countermeasures of the four major elements of the public administration system: public human resource management, public financial management, public goods management, and public information management; the Departments part mainly introduces the management systems, reforms, and development issues in the field of public service management, such as public education management, public health management, public cultural management, and public sports management. This book is an exploration in the construction of the theoretical system of Public Administration. During the compilation process, we continuously explored and reflected, feeling that public administration theory is vast and profound, and there are still many aspects that have not been thoroughly studied. As an exploration of an emerging discipline, there are undoubtedly omissions and shortcomings in the book. We sincerely welcome experts and readers to kindly offer their advice and corrections.
