Features: Precautionary Measures—UFOs and Defense is a report submitted by a group of French generals and senior defense industry experts, collectively known as the COMETA Committee, to the French Prime Minister and President. It presents the reality of UFOs and extraterrestrials and their relationship with national defense, along with corresponding recommendations and measures.
I. An Unusual Writing Group and Recipient
On July 16, 1999, the independent civilian organization COMETA (COMité d’études des Phénomènes Aérospatiaux) in France published a research report titled Precautionary Measures—UFOs and Defense after three years of work. Printed in 70,000 copies, it sold out within two weeks. On the inner cover of the report, there was a passage stating: "For the first time, some individuals who once held high positions agreed to sign a specialized report on UFOs. They believe that based on today’s understanding of this issue, information concerning national interests should be submitted to the head of state and the Prime Minister."
The members of the COMETA Committee were serious alumni of the French Higher Defense Academy (IHEDN, roughly equivalent to China’s National Defense University or National University of Defense Technology) and experts from various fields, such as:
- National political science doctor, lawyer at the Paris Higher Court, and IHEDN alumnus Michel Argyr
- National Police Chief General Denis Blondel
- Honorary Chief Engineer of the Rural Water Conservancy and Forest Industry Department, engineering doctor, and IHEDN alumnus Jean Danglars
- Air Force Second Department General, IHEDN alumnus Bruno Lemoine
- Chief Engineer of the Ministry of Mining and Director of the Research Department of the National Aerospace Research Center, Christian Marcel
- Foundation for Defense Research, IHEDN alumnus Fran?ois Ribeyna
- Admiral and IHEND alumnus Ugo Merol
- Chief Engineer of the Second Department of the Ministry of Defense, physics doctor Alain Ouzoukis
- Chief Engineer of the Second Department of the Ministry of Defense, general, and IHEIN alumnus Pierre Bescot
The committee’s work was supported by contributions from various individuals, such as:
- Jean-Jacques Verrascos, head of the Atmospheric Phenomena Identification Bureau at the National Space Research Center (equivalent to NASA)
- Fran?ois Rouanhe, president of Fleximage and a photo analysis expert
- Air Force Colonel René Giraud, Colonel Claude Bosc, and Civil Aviation Pilots Jean-Charles Bosc and Jean-Pierre Fadick (retired Air Force Lieutenant Colonel)
- Edouard Gombaniak, former technical director of the Tanaanarive branch of Air France
- Michel Bellier, a gendarmerie corporal
- Director of the Civil Aviation Administration, M. Suon
- Air Force General Joseph Domenget, general representative of the IHLDN alumni association
The first preface was written by Professor Andre Lebeau, former chair of the French National Air Research Center, who called it a useful report "helpful in clearing the irrational clutter surrounding UFO phenomena." The second preface was by General Bernard Naudin, former president of IHEDN and an air force admiral, who expressed his hope that the report would promote national efforts to study UFOs and foster international cooperation.
The third preface was by Denis Lévy, chair of the COMETA Committee, an air force general, and an IHEDN alumnus. He pointed out that the central theme of the report was the compelling evidence from numerous UFO sightings, forcing us to consider all possibilities, including the extraterrestrial hypothesis. The entire research and report writing were personally supervised by General Lévy.
Incidentally, two decades earlier, an IHEDN report had led to the establishment of the Air Unidentified Phenomena Laboratory within the National Scientific Research Center, one of France’s highest scientific institutions. Originally a highly confidential document, it was intended only for the French Prime Minister Lionel Jospin and President Jacques Chirac. However, the media quickly learned about it and obtained the full text. To preempt the media, the COMETA Committee decided to publish it publicly. This approach itself demonstrated their unwillingness to suppress or classify UFO information and their desire for the public to learn the truth.
Given the extraordinary writing group and intended recipient of this report, its purpose was to elevate the essence of the report to the level of national policy. This fully demonstrated the seriousness, authenticity, and extreme importance of the situation it addressed—it was far from idle chatter or ghost stories like Strange Tales from a Chinese Studio—and warranted serious consideration and treatment. Of course, it also deserved deep reflection from those who had long doubted or opposed UFOs and extraterrestrials.
II. Main Content of the COMETA Report
1. "Facts and Testimonies"
The report introduced 15 sighting cases from France and other countries, with 8 occurring in France (53% of all cases). This was primarily because the authors considered it easier to interview witnesses directly to collect evidence and enhance the credibility of the cases. However, the author believes the number of cases selected was too small, and the overall quality was not high (though some cases were better, such as the RB-47 incident, where the aircraft was tracked by a UFO from the Gulf of Mexico to Mississippi, passing through Louisiana, Texas, and Oklahoma, covering 1,300 kilometers in 90 minutes. The crew observed the UFO with three different methods—visual, on-board radar, and ground radar—multiple times, and even detected microsecond pulses emitted by the UFO. Other notable cases include the Tehran Airport incident, two Russian cases, etc.). In fact, among tens of thousands of sighting cases, many more compelling cases could have been selected, such as:
- The Hill Abduction Case (1961): Hill and his wife were abducted by extraterrestrials onto a UFO, where they saw a constellation map that was ahead of what astronomers had discovered at the time. The case was called "a vivid example that cannot be explained by existing scientific knowledge" by UFO authority Dr. Allen Hynek.
- The Voronezh UFO Landing Case (1989): A spherical UFO with a diameter of about 10 meters landed in Voronezh, and three extraterrestrials emerged under public scrutiny. The event had a clear timeline, location, witnesses, and physical evidence—two red, non-Earth-origin rocks—as well as the four diamond-shaped imprints left by the UFO’s landing.
- The Zhaotong UFO Case (1982): A giant spindle-shaped craft appeared in Zhaotong, Yunnan, China, with a length of over 300 meters and a diameter of about 80 meters. All three sections rotated at high speeds. Logically, such a massive object in the air should have fallen, but its other movements must have been incredibly fast—likely exceeding 2.5 Mach. At low altitudes, such speed would generate immense shock waves, but photos (see UFO Exploration magazine, Issue 5, 1983) showed sheep grazing peacefully, and the shepherd remained calm. This indicated not only the absence of shock waves but also that the noise during flight was so low it did not disturb the ground. French UFO expert F. Lagarde analyzed the photos and concluded: "This is an astonishingly real UFO photo!"
- The Helicopter Lifting Incident (1973): On October 18, a U.S. "Cobra" helicopter encountered a cigar-shaped UFO over Ohio. When the UFO was above the helicopter, its altitude suddenly increased from 460 meters to 1,150 meters at a rate of 100 meters per second. Such an ascent speed was impossible for any helicopter. The only explanation was that when the helicopter was below the UFO, it was in the UFO’s anti-gravity field, causing it to be lifted.
- The Exploding Missile Incident (Italy): Italian television repeatedly broadcast slow-motion footage of anti-aircraft forces firing missiles at UFOs. The footage clearly showed the missiles exploding before hitting the target! Similar incidents occurred in the Far East of the Soviet Union. Experts speculate that the UFO generates an electromagnetic field during flight, creating a protective layer that conventional artillery and missiles cannot penetrate. This is merely a byproduct of its propulsion system, yet it is sufficient to defend against conventional Earth-based weapons.
And so on.
2. "Current Understanding"
The report first introduced France’s official research institutions. Initially, in 1974, the Gendarmerie was tasked with collecting physical evidence and witness accounts related to UFOs and extraterrestrials. By 1977, approximately 3,000 pieces of data had been collected and compiled by the Air Unidentified Phenomena Laboratory for statistical analysis. The samples were then analyzed by the Air Force, other military agencies, and civil aviation authorities. However, the report made no mention of the diligent work of civilian UFO research organizations, as there has long been debate and division within the civilian UFO community. COMETA kept its distance from them, a lesson worth learning. Over the past 20 years, the Air Unidentified Phenomena Laboratory has collected and identified data that fully confirms the 1947 conclusion of U.S. Air Force Equipment Commander General Twining: the phenomena described in sighting reports are real and undeniable—the objects are disc-shaped with metallic surfaces, domed tops, silent flight, high acceleration, controllable components, and stealth capabilities, suggesting they are either manned or remotely operated.
The report also introduced "physical models" and "current progress" in UFO research, a topic of great interest to scientists and military experts. It emphasized the principles of magnetohydrodynamics (MHD), which can explain phenomena such as the silence of UFOs during flight and the absence of shock waves during supersonic flight. It predicted that within decades, aircraft with current UFO-like capabilities could be developed (though the only challenge is anti-gravity—maintaining hover without sound or air movement). This was considered the most advanced propulsion system that does not rely on propellers or jet engines. This demonstrated France’s pride in its achievements in MHD research, believing it to be the world’s most advanced propulsion system. However, the report twice admitted that MHD does not apply in a vacuum—once the UFO leaves Earth’s atmosphere, MHD becomes useless, effectively negating its claim as the "world’s most advanced propulsion system." In reality, other propulsion systems being explored include laser-powered devices, strong magnetic levitation principles, (electric propulsion technology using the Biefeld-Brown effect), antimatter reactors combined with photon rockets, long-distance teleportation technology, spacetime field resonance theory, parallel universes and spacetime tunnels, Einstein’s theory of spacetime distortion, and Thorne’s time machine. Some of these can not only travel to deep space but also achieve faster-than-light speeds, yet the report barely mentions them, while NASA is highly interested in these concepts.
Regarding "the overall hypothesis of UFOs," the report concluded that after ruling out natural phenomena, artificial objects, hallucinations, hoaxes, and secret weapons, the only feasible explanation is extraterrestrial visitors! In the "Conclusions and Recommendations," the report stated: "The extraterrestrial hypothesis is the best scientific hypothesis, although it has not yet been confirmed by evidence." The author believes that a stronger explanation and proof would be to systematically analyze and synthesize thousands of sighting case materials, revealing that UFOs, while appearing as artificial constructs, also exhibit abnormal features clearly distinct from conventional aircraft (such as planes, helicopters, missiles, and satellites). These features are crucial for identifying and understanding UFOs and are key to their study:
(1) "Geometric Shape and Size": Disc-shaped, hat-shaped, spherical, tire-shaped, triangular, etc., totaling about 200 types. Their sizes typically range from a few meters to tens of meters in diameter, but some are as small as ping-pong balls or fingernails, while others (cigar-shaped) can be several kilometers long.
(2) "Levitation—Anti-gravity."
(3) "High Maneuverability": Can ascend and descend vertically, hover, or move backward. Can take off suddenly from a stationary state, disappear in an instant, or stop abruptly at high speeds without deceleration, or make sharp turns (anti-inertia).
(4) "Hypersonic Speed": Some can reach speeds of 20 Mach or even higher.
(5) "Silent Flight": Some emit no sound during flight, and there are no heat barriers or shock waves during supersonic flight.
(6) "Stealth": Not only invisible to radar but also to the naked eye.
(7) "Solid Light": Some can bend or contract light beams arbitrarily, while others have transparent light (making objects transparent when illuminated), or can suck people into the UFO, paralyze or disable them.
(8) "Entering and Exiting Sea and Air": Some UFOs can dive from the air into the sea or rise from the sea into the air.
(9) "Deep Diving and High Speed": In 1963, the British Navy conducted exercises in the Bermuda Triangle. Sonar detected a mysterious object underwater with a speed of 150 knots and a top speed of over 200 knots, diving to a depth of 8,000 meters (these records remain unmatched by humans—the Soviet Union’s "Alpha" class attack nuclear submarine has a maximum underwater speed of 42 knots, and Russia’s "Typhoon" class ballistic missile submarine has a maximum diving depth of 900 meters!). It appeared and disappeared unpredictably, and after the U.S. Navy sent ships to track it for four days and nights, it vanished.
(10) "Radioactive Phenomena": When a UFO flies low or lands, radioactive effects are often observed nearby, such as burning plants and animals, soil that does not absorb water, seeds that fail to sprout, cows refusing to produce milk, or symptoms in humans such as nausea, difficulty breathing, insomnia, temporary loss of consciousness, central nervous paralysis, or being frozen in place.
(11) "Electromagnetic Interference": Strong electromagnetic interference is often detected where the UFO passes, causing electrical systems to fail. Factories lose power, instruments and radars malfunction, radio communications are cut, and vehicle engines shut down. Everything returns to normal after the UFO leaves. For example, in 1973, dozens of NATO ships discovered a submerged object in Norway’s Kongsfjord Bay. The NATO commander suspected it was a spy submarine of unknown nationality and ordered pursuit and attack. However, all artillery, torpedoes, and depth charges had no effect on it. As the soldiers panicked and were helpless, the object calmly surfaced, and in an instant, all electronic equipment on the NATO ships—radio communications, radars, and sonar—malfunctioned. They could only watch it gradually move away until it disappeared, and then all equipment on the ships returned to normal.
(12) "Defense": Extraterrestrials piloting UFOs generally adopt a friendly attitude toward Earthlings, willing to interact. For example, in 1984, astronauts aboard the Soviet "Salyut 6" space laboratory discovered a spherical UFO and three extraterrestrials. When they approached to within 3 meters, they greeted each other through the porthole and showed navigation charts. However, if Earthlings are unfriendly, they usually respond with restraint, such as:
① "Avoidance": They disengage to avoid conflict.
② "Stealth": They make themselves invisible to avoid becoming targets.
③ "Evasion": They use their high speed and maneuverability to remain in the attacker’s blind spot (e.g., above or behind the opponent), leaving the attacker at a loss.
④ "Electromagnetic Interference": They disable the opponent’s electronic equipment, rendering missiles and cannons inoperable.
⑤ "Exploding Missiles": As previously mentioned, Italian television frequently broadcast footage of this.
(13) "Attack": If a UFO is attacked and takes defensive action, Earthlings are clearly no match for it, such as:
① "Disintegrating Aircraft": In March 1976, a UFO intruded into Cuban airspace, and two MiG-21s took off to intercept. When the lead aircraft fired a missile at the UFO, the wingman watched as the lead aircraft suddenly disintegrated silently, disappearing in pieces. Then the UFO rose to 30,000 meters and continued flying south at an astonishing speed.
② "Active Retaliation": In autumn 1974, a UFO with a diameter of about 100 meters approached the coast of South Korea. The local anti-aircraft unit fired a "Hawkeye" surface-to-air missile, which was immediately shot down by a white beam from the UFO (this was likely a high-energy weapon, such as a laser, as a laser with power exceeding millions of watts is capable of destroying dense materials like metal or explosives by burning through the missile’s casing, igniting its fuel, or causing an explosion). A second white beam then hit the unit’s, melting the remaining two "Hawkeye" missiles, leaving their debris unrecognizable. (It must be emphasized that the COMETA report provides only scattered descriptions of the UFO’s abnormal features, which prevents a comprehensive, systematic, and clear understanding of the UFO. It is a major oversight not to use these phenomena to recognize and explore the UFO’s true nature).
The abnormal features of the UFO described above are clearly beyond the explanation of existing science, making them a puzzle for the modern scientific community. However, this raises an even more perplexing question: the abnormal flight paths and certain behaviors of the UFO suggest it is controlled by some intelligent life form. Moreover, the extraordinary technological level displayed by the UFO’s features is far beyond what contemporary humans can achieve. Therefore, the logical conclusion is that the UFO is manufactured and controlled by a more highly intelligent life form than humans. If they do not live on Earth, they must live on another planet—extraterrestrials! This conclusion is harder for many to accept than the UFO itself, as for thousands of years, humans have considered themselves "the masters of the universe" (the "eldest" in the universe). Now, an "extraterrestrial" could be even smarter than humans—how could that be? Whether we understand it or not, to uncover the truth, we must approach objective facts (the vast number of UFO sighting cases and the abnormal features derived from their analysis) and logical reasoning (the in-depth exploration of UFO phenomena inevitably leads to the question of extraterrestrials, making UFOs and extraterrestrials inseparable issues) without any preconceived notions. This is the "proof" that "the extraterrestrial hypothesis is the best scientific hypothesis."
