Developing red tourism is beneficial for strengthening and improving patriotic education in the new era, for protecting and utilizing revolutionary historical and cultural heritage, for promoting the coordinated economic and social development of revolutionary old areas, and for cultivating new growth points for the development of tourism. In December 2004, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Outline for the National Red Tourism Development Plan (2004-2010)" (hereinafter referred to as "Outline"), which clearly stipulated the overall ideas, overall layout, and main measures for developing red tourism. This indicates that the country will vigorously develop the red tourism industry. The "Outline" points out that the development of red tourism should adhere to the basic principles of putting social benefits first, adapting to local conditions, coordinating comprehensively, and involving multiple parties. The "Outline" points out that the main tasks of developing red tourism are to build a high-quality red tourism system, a supporting transportation system for red tourism, a resource protection system for red tourism, a publicity and promotion system for red tourism, and an industrial operation system for red tourism.
