Features: 2005 was the last year of the country's 10th Five-Year Plan. That year, the national economy achieved sustained and stable rapid development, with a significant improvement in comprehensive national strength, and the growth model continued to shift toward a more positive direction. That year, the nationwide "Hospital Management Year" campaign in the healthcare sector was in full swing, playing a certain role in alleviating the issues of "difficulty in accessing healthcare and high healthcare costs" for the public. 2006 marked the beginning of the country's 11th Five-Year Plan. That year, industries across the country were to implement the central government's proposal to shift from an extensive development model relying on capital investment, resource consumption, and environmental costs to a scientific innovation-driven, energy-saving, and environmentally friendly model. That year, health authorities were to firmly uphold reform principles and explore development paths for healthcare that suited China's national conditions. 2006 was a year full of expectations. The author's country is a developing nation with substantial potential for leveraging late-mover advantages; it is also a transforming nation with many institutional and structural issues in its economic life. It can be said that the development and transformation of the author's country's healthcare sector lag behind other sectors of the national economy, making healthcare a focal point and flashpoint for many social contradictions. If not properly addressed, it could trigger social issues. Leveraging late-mover advantages, resolving transformation challenges, and grasping the new trends of the new era are essential to aligning the healthcare sector with social and economic development. But how to leverage these advantages, how to address these challenges, and how to grasp the new trends—all require research, learning, discussion, and exchange and sharing. To help healthcare management departments, hospitals, and pharmaceutical and medical device enterprises more accurately grasp the current state, investment opportunities, and development prospects of China's healthcare sector while aligning with the country's macroeconomic restructuring direction, the Social Sciences Academic Press of the Chinese Academy of Social Sciences and the China Health Industry magazine have recently launched China Healthcare Development Report No. 2. It was completed based on summarizing the successful experience of the 2004 report and fully incorporating expert suggestions and reader feedback. The report includes authoritative opinions from national health authorities, insightful perspectives from scholars and experts, and successful experiences from local health bureaus, hospitals, and pharmaceutical and medical device manufacturers. It also compiles key viewpoints from major industry media, conducting in-depth analysis and research on 10 major issues in the current healthcare sector, such as "Evaluation and Assessment of Healthcare Reform and Development," "Reform and Transformation of Public Hospitals," "Reform of Public Hospital Operational Mechanisms," "Development of Health and Medical Care," "Equity in Financing Health and Medical Services," "Classification Management of Healthcare Institutions," "Government Supervision Responsibilities for Public Healthcare Institutions," "Intrinsic Development of Public Healthcare Institutions in the Author's Country," "Attracting Foreign Investment to Develop the Author's Country's Healthcare Sector," and "The Difficult Journey of Private Hospitals in China." It proposes unique insights. The report was written over nearly a year, spanning the New Year of 2006, and distills the essence of nearly 100 research articles contributed by over 50 health authorities, scholars, and senior journalists. The author believes that the publication of the China Healthcare Development Report series will help leaders at various levels of health authorities, hospitals, pharmaceuticals, and medical devices to clarify their thinking, embrace transformation and innovation, and achieve sustainable and coordinated development in China's healthcare sector in the new year.
