Features: Legislative affairs in ethnic autonomous regions are an important component of China's legal system. Since the 1980s, various ethnic autonomous regions in Yunnan Province have successively promulgated numerous local legislative documents centered around the "Autonomous Regulations" in accordance with relevant laws and regulations. These have played a positive role in promoting the rule of law in ethnic areas and advancing the economic and social development of these regions. However, with the deepening of China's reform and opening-up and the development of socialist modernization, some legal documents formulated under the planned economy system have become inadequate for the socialist market economy system and social development requirements. In particular, certain provisions conflict with China's current laws and regulations, hindering the further implementation of the rule of law in ethnic regional autonomy. In recent two years, all ethnic autonomous regions in Yunnan Province have been considering revising their respective "Autonomous Regulations" and other normative documents. Among them, Honghe Prefecture completed the revision of its original "Autonomous Regulations" first in the province and officially promulgated and implemented it on June 18, 2004. Compared to the original regulations, the newly revised "Autonomous Regulations of Honghe Hani and Yi Autonomous Prefecture" have made significant progress in closely linking with the local conditions of Honghe Prefecture, further improving the system of ethnic regional autonomy, and fully exercising the rights of ethnic regional autonomy. In practice, it has become an important model for other ethnic autonomous regions in Yunnan Province to revise relevant documents, playing a positive role in promoting the legislative work in ethnic areas.
