The 9th National Conditions Report is a report of the 21st century, and it is also another significant work launched by all colleagues of the research group under the difficult conditions following the passing of the group's leader, Academician Zhou Lisan. This report begins with an in-depth analysis of the new characteristics and changes in China's basic national conditions at the beginning of the 21st century, proposing the fundamental characteristics of the new national conditions in China during the 20-year strategic opportunity period, as well as the challenges and opportunities it faces. It systematically and comprehensively summarizes the eight previously published National Conditions Reports by the group, defines the concept of basic national conditions analysis, and on this basis, proposes a two-step strategic approach for China in the next 20 years. It emphasizes tackling the "three rural issues" as the main breakthrough point, coordinating and comprehensively addressing major issues in the national economy, and puts forward its own views and proposals on some major issues.
