Features: The role of government bonds as an economic lever is primarily reflected in the following aspects: First, government bonds can regulate investment structure and promote the optimization of industrial structure. The premise of industrial development is capital investment, and the industrial structure is constrained by the capital allocation structure. Since government bond allocation can regulate the flow of monetary funds, it can therefore regulate the capital allocation structure, thereby influencing the industrial structure. For example, infrastructure such as energy, transportation, and other facilities are necessary conditions for economic development. However, due to their certain characteristics of public goods, there are conflicts between investment and benefits. Moreover, these investment projects require substantial capital, have long construction cycles, slow returns, and low visibility, with high investment risks. As a result, enterprises and individuals often lack enthusiasm for investing in such projects. The government can issue government bonds to concentrate part of the investment funds of enterprises and individuals, used to expand the infrastructure of social reproduction and improve the investment environment and conditions for private investment. The direction and structure of national investment play a guiding and decisive role in changing the entire society's investment direction and structure, as well as in providing services, supplying energy, purchasing raw materials, and technological development. Second, government bonds can change the ratio of accumulation and consumption. National income, after primary and secondary distribution, ultimately forms the accumulation fund and consumption fund. Accumulation is the source of expanded reproduction, with the purpose of continuously improving people's material and cultural living standards. Consumption, on the other hand, is for people's current living needs. Therefore, the ratio of accumulation and consumption is essentially the relationship between people's long-term interests and immediate interests. The fundamental purpose of both accumulation and consumption is consistent, but they must maintain a certain ratio. Overemphasizing accumulation while neglecting people's current consumption will dampen their production enthusiasm. Conversely, overemphasizing consumption while focusing only on immediate interests and ignoring long-term interests will inevitably affect the development speed of social reproduction, making it impossible to guarantee the continuous improvement of people's living standards. Therefore, the ratio of accumulation and consumption is a critical proportion in the national economy. The government can issue government bonds to influence investment demand and consumption demand, change the social demand structure, and thus regulate the ratio of accumulation and consumption. If the funds raised through government bonds come from the investment funds of enterprises and individuals and are used for national economic construction investment, it will not change the ratio of social accumulation and consumption, but only change the direction and structure of investment. If this portion of the funds is used for various social public consumption expenditures such as education, science, technology, health, social welfare, and national defense, it will transform investment demand into consumption demand, reducing the proportion of accumulation and increasing the proportion of consumption. If the funds raised through government bonds come from the consumption funds of enterprises and units and the living expenses of individuals and are used for social public consumption expenditures, it will not change the ratio of accumulation and consumption, but only change the consumption demand structure. If this portion of the funds is used for national economic construction investment, it will transform consumption demand into investment needs, increasing the proportion of accumulation and reducing the proportion of consumption.
