The 28 papers included in this book are the main part of these writings. The approach to civil affairs work comes on one hand from the call of politics, and on the other from the guidance of its own inherent laws. Compared to the former, the latter has more synchronic characteristics. The reason this book is cherished and these old articles are revisited is precisely because most of them explore the regularity of civil affairs work, making them able to withstand the test of time to some extent. It should be noted that no substantial modifications were made to the original texts in this compilation. Changes primarily occurred in two cases: one was converting chapter-style texts from books into paper-style form, and the other was linking several short articles originally split due to publication space limitations into a more systematic paper.
