Features: The Fourth Plenary Session of the 16th Central Committee of the Communist Party of China adopted the "Decision of the CPC Central Committee on Strengthening the Party's Governance Capacity" and clearly pointed out that the main task of strengthening the Party's governance capacity in the current and future period is to continuously improve the ability to promote the coordinated development of socialist material civilization, political civilization, and spiritual civilization, as well as the ability to develop socialist democratic politics, build a socialist advanced culture, build a socialist harmonious society, respond to the international situation, and handle international affairs. Recently, the CPC Central Committee promulgated the "Regulations on Cadre Training Work (Trial)," which, with the goal of advancing the scientific, institutionalized, and standardized development of cadre training work, has made clear provisions for all aspects of cadre training work, becoming the fundamental rules that must be followed in cadre training work. In particular, General Secretary Hu Jintao recently made important instructions on strengthening cadre training work and emphasized that the key to strengthening cadre training work is to innovate in line with actual conditions, strengthen training for practical results, and continuously explore new methods and approaches for cadre training work. This set of financial cadre position training textbooks—Enhancing Competence—is divided into four volumes, and this book is the second volume. Its content mainly includes: administrative law, efficient work methods and art, investigation and research, communication and dialogue, foreign exchanges, and official document writing, etc. By studying and analyzing cases drawn from practical financial work, the textbook becomes more closely aligned with the ideological requirements of the trainees and the actualities of financial work. This book not only pursues the completeness of the training system but also focuses on solving practical problems; it not only covers a broad range of disciplinary knowledge but also emphasizes the cultivation of behavioral skills. At the same time, in the selection of content, it strives for emphasis and refinement, and in the format and length of each unit, it seeks to be concise, clear, and easy to understand, in order to enhance the readability of the textbook.
