Features: Under the arrangement and leadership of the Higher Education Department of the Ministry of Education and under the organization of Beijing Normal University Press, we compiled this textbook, "Environmental and Resource Law." In terms of the compilation approach, the textbook's characteristic is to combine environmental law and natural resource law, discussing them as a single legal department, "environmental and resource law," whereas in the past, environmental law and natural resource law were taught separately. This approach was adopted because the environment and natural resources are inseparable, and the objects and purposes of regulation in environmental law and natural resource law are fundamentally consistent. However, environmental law and natural resource law each have their own focus and distinct characteristics, with relative independence. Therefore, studying and teaching environmental and resource law as a legal department remains an attempt and exploration, and this should not hinder the independent development of environmental law and natural resource law.
In terms of guiding ideology, we strive to take the dialectical theory of humans and nature in Marxism and the concept of sustainable development as our guide, combining the theories of law, environmental science, and resource science. This approach aims to achieve both theoretical generalization and practical application, catering to the characteristics of adult education. To cultivate talent, raise public awareness of environmental and resource issues, and foster a legal consciousness regarding environmental and resource protection and rational utilization, we strive to link theory with practice, systematically and comprehensively explaining China's environmental and resource issues and the legal systems and measures formulated to address them.
Environmental and resource law is highly comprehensive and covers a broad scope, involving numerous laws and regulations. In learning and teaching, it is essential to focus on key environmental and resource laws and regulations while incorporating relevant examples from the surrounding environment. The content of this book includes: Introduction to Environmental and Resource Law, Basic Principles of China's Environmental and Resource Law, Basic Legal Systems of Environmental and Resource Law, Basic Legal Systems of Pollution Prevention, and Laws and Regulations for Protecting Special Environmental and Resource Areas.
