Features: According to the "Provisional Regulations on the Professional Qualification System for Environmental Impact Assessment Engineers" and the "Implementation Measures for the Professional Qualification Examination for Environmental Impact Assessment Engineers" (No. [2004]13 issued by the Ministry of Personnel and the State Environmental Protection Administration), the professional qualification examination for environmental impact assessment engineers has been held annually since 2005. The examination consists of four subjects: "Relevant Laws and Regulations for Environmental Impact Assessment," "Technical Guidelines and Standards for Environmental Impact Assessment," "Technical Methods for Environmental Impact Assessment," and "Case Analysis of Environmental Impact Assessment." Candidates must pass all four subjects within two consecutive examination years if they take all four subjects; candidates taking only some subjects must pass the subjects they take within one examination year. To guide examination examples and help environmental impact assessment professionals prepare for the exam, the "National Professional Qualification Examination Outline for Environmental Impact Assessment Engineers," organized by the State Environmental Protection Administration and reviewed by the Ministry of Personnel, was officially published in January 2005. The examination outline is practical, focusing on assessing the laws and regulations and basic theoretical knowledge of environmental impact assessment professionals, as well as their ability to solve practical problems. In January 2006, based on new developments in environmental impact assessment work and the practical experience of the 2005 examination, the State Environmental Protection Administration revised the 2005 edition of the examination outline, which was approved by the Ministry of Personnel and officially published. This edition of the examination outline retains the examination content of the 2006 edition but adjusts the examination examples and other content. It serves as the basis for the 2007 examination examples and preparation for the professional qualification examination for environmental impact assessment engineers. The requirements for professional knowledge in the examination outline are divided into three levels: mastery, familiarity, and understanding. Mastery means the ability to flexibly apply the knowledge in practical work, familiarity means the ability to understand and apply it simply, and understanding means having a broad knowledge of environmental impact assessment-related laws, regulations, guidelines, and standards. The examination content related to laws, regulations, guidelines, and standards in the examination outline is based on the corresponding provisions of the current laws, regulations, guidelines, and standards.
