Features: The book consists of ten chapters and two appendices. The first chapter discusses the perspective of dialectical materialism in examining Western economic theories, then introduces the Western economic foundations of public financial management, summarizing the main methods of using economic theories to analyze public financial issues, which are also the primary analytical methods adopted in this book. Chapters 2 and 3 employ comparative economic analysis methods to compare and analyze the public financial reforms and government transfer payment systems of China and Australia. Chapter 4 applies economic methods to analyze the causes and solutions of the "Three Rural" issues. Chapters 5, 6, and 7 introduce cost-benefit analysis and its applications. Chapter 5 explains how to use cost-benefit analysis to evaluate the economic, ecological, and social benefits of public projects; Chapter 6 applies this method to analyze the benefits of low-yield farmland transformation projects supported by fiscal funds; and Chapter 7 uses cost-benefit analysis and production function methods to evaluate the benefits of fiscal-supported agricultural and livestock projects. Among these, the analysis of the effectiveness of fiscal investment employs production function and marginal analysis methods, which will be further expanded in future practice. Chapter 8 proposes recommendations for developing policy-based agricultural mutual insurance in China, suggesting that this form of agricultural insurance can fully leverage the mediating role of agricultural professional cooperatives, promote the development of cooperative production through agricultural insurance, and fully reflect the socialist characteristics of government support for the new rural construction. Chapter 9 discusses how to utilize the results of cost-benefit analysis to determine the standards for fiscal subsidies, proposing five forms of fiscal subsidies: quantity-based subsidies, price-based subsidies, proportional subsidies, composite subsidies, and selective subsidies, along with corresponding case studies. Chapter 10 introduces the concept of rational government decision-making and how to apply it to plan public financial support for the construction of a socialist new rural. The appendices consist of two reflective essays on daily work using economic methods. This book is suitable for government officials at various levels engaged in government project management and public financial management, as well as researchers in public finance and college/university faculty and students with a certain foundation in economics. The book is divided into ten chapters, addressing topics such as government transfer payments, fiscal reforms, fiscal subsidies, cost-benefit analysis of public projects, and government rational decision-making, employing quantitative economics, comparative economics, and econometrics methods for argumentation. It combines theoretical foundations with quantitative results.
