Since 2000, due to various complex reasons, international oil prices have steadily risen, surging from less than $20 per barrel to surpassing the $60 per barrel milestone. Since 2004, global oil production has nearly reached the limit of existing production capacity. World energy security faces another severe test, and preventing oil crises once again becomes a major issue before us. The purpose of this report is to summarize existing international experiences in preventing oil crises and further explore strategies for mitigating such crises.
