The main revisions include adding interpretations of the Criminal Law Amendment (V) and (VI) passed by the National People's Congress in the past two years, as well as relevant legal interpretations of the Criminal Law. Some interpretations of original articles have been further improved in line with the development of judicial practice, and some text corrections have been made. While reviewing this manuscript, which reflects the efforts of many colleagues, some reflections have emerged. In this period (2005–2006), criminal legislation remained a highly active aspect of China's overall legislative work. In just two short years, the National People's Congress passed two criminal law amendments and three legal interpretations, and China's criminal law system continued to evolve and improve along with the country's economic and social progress.
Second, criminal legislation closely followed the pulse of the times, focusing on addressing prominent social issues, resolving social conflicts, and promoting social harmony in line with the goal of building a harmonious society. The following aspects of the Criminal Law were further amended and supplemented: First, the protection of public and personal safety was strengthened, further reflecting respect for and the safeguarding of human rights, such as the revisions to crimes endangering public safety and the addition of provisions regarding compelling disabled persons and minors to beg. Second, the protection of the socialist market economy order was further improved, such as the amendments to financial crimes. These revisions, including the newly added crimes of breaching trust and causing harm to listed companies' interests and breaching trust in the use of entrusted funds, left a deep impression. They will have a significant impact on promoting the healthy development of the market economy and the establishment of a social credit system. Third, efforts were intensified to maintain normal work and social order, and the criminal law system against corruption was improved, such as the revisions to crimes such as bribery by non-state organ personnel, money laundering, concealing stolen property, and gambling. These revisions will play a vital role in purifying the social environment and building a distinctive Chinese anti-corruption system that emphasizes both punishment and prevention.
In addition, other modifications made to the Criminal Law are also very important.
