Labor employment positions are the key link for stable and harmonious coexistence among people, society, and nature. If this link is resolved well, then social stability and harmony become possible. According to Marxist viewpoints, one of the fundamental functions of the state is to regulate social conflicts, mitigate social tensions, and maintain stable and harmonious development. The foundation of stable and harmonious social development lies in the stability and harmony of the economic order, as well as the proper resolution of employment issues reflected by it. Employment and the subsequent re-employment issues have always been a significant concern since the Communist Party of China has been in power in Shanghai for over half a century. The central committee has issued a series of directives and formulated numerous policies on this matter. The successive municipal committees and governments of Shanghai have creatively implemented the central directives and properly addressed employment and re-employment issues, effectively promoting the development of socialist construction, reform and opening-up, and modernization efforts.
