Among these, public policy is the primary means and method by which governments implement public administration. Therefore, we have named this academic publication "Journal of Public Administration and Policy Review." From the perspective of human social development, the management of public affairs emerged alongside the rise of the state. However, the mechanisms for managing public affairs vary depending on a country's economic development stage and political system. Throughout their development, countries around the world have undergone various reforms in their public affairs management mechanisms. In the 21st century, China is facing the transition from a developing country to a developed one, as well as shifting from a traditional planned economy system to a socialist market economy system.
