Features: The establishment of the salt monopoly system in the border areas of Hunan, Guangdong, and Jiangxi underwent significant regional institutional changes. It began with Zhou Zhaonan, the governor of Pianyuan, determining the policy "no salt sales without licenses" in 1667 (Kangxi 6th year), followed by Yuan Jishan's salt inspection in 1672 (Kangxi 11th year), which led to the system of "obtaining licenses and paying taxes, and distributing salt based on population." It was not until 1706 (Kangxi 45th year) that the system was incorporated into the national salt monopoly framework through the method of "inviting merchants to recognize licenses."
From the Jiaqing and Daoguang reigns to the Taiping Rebellion period, events such as the "Dispute over Guangdong Salt" and "Guangdong Salt Supplying Hunan" occurred. The complex yet internally consistent salt monopoly system, centered around the issue of "national finances and people's livelihood," was shaped through conflicts and cooperation among merchants, scholars, local officials, and the common people.
On the surface, the system appeared standardized and clearly defined, but in reality, the institutional operations during the traditional period were flexible and ambiguous, with boundaries often blurred. The system was implemented through conflicts, struggles, and cooperation arising from various interests. The imperial regulations and ordinances, which seemed consistent in documents like the Huide and Luli, presented different faces in different regions.
