Features: Henan Province is located in the southern temperate zone and northern subtropical region, with a climate that exhibits distinct transitional characteristics. The province often experiences droughts, with the phenomenon of "ten springs and nine droughts" or consecutive years of drought being common. The per capita water resources in Henan Province are only 440 m3, accounting for one-fifth of the national average, making it one of the severely water-scarce provinces in northern China. With the rapid development of Henan's national economy, the acceleration of urbanization, and the continuous growth of the population, the severe shortage of water resources and the increasing water environmental pollution not only affect people's quality of life but also become one of the important factors restricting the sustainable development of Henan's economy and society. To adapt to the needs of water resource management and the construction of a water-saving society, it is necessary to implement planned water use, strictly enforce water conservation, rationally allocate water resources, improve water use efficiency, reduce water pollution, and protect the water environment to achieve the sustainable utilization of water resources and support the sustainable development of the economy and society. Therefore, it is essential to formulate this standard.
