The standard primarily includes technical content such as waterways, locks, river-crossing structures, and navigation water levels. Since the promulgation and implementation of the "Inland Waterway Navigation Standards" GBJ139—90 over ten years ago, it has played a significant role in the construction, management of inland waterways, and comprehensive utilization of water resources, achieving notable social and economic benefits. With the continuous development of the water transport industry, inland ship types, fleets, and transportation methods have undergone significant changes. The construction of inland waterways, navigation structures, and river-crossing structures has also accumulated new experiences. To adapt to new development requirements, the Ministry of Construction and the Ministry of Communications organized relevant units to revise the original standard. The main revisions include adjusting certain navigation dimensions for natural and canalized rivers and restricted waterways in the original standard; incorporating technical content for special wide-shallow rivers, turbulent mountain rivers, and lakes/reservoir waterways; adding regulations on the scale, layout, and navigation water flow conditions of locks; and supplementing guidelines for the site selection and layout of river-crossing structures as well as navigation water levels. In this standard, provisions marked in bold are mandatory and must be strictly enforced. The Ministry of Construction is responsible for the management of this standard and the interpretation of mandatory provisions, while the Water Transport Department of the Ministry of Communications is responsible for specific management, and the Yangtze River Waterway Bureau is responsible for the interpretation of specific technical content.
