Features: With the deepening of global economic integration and China's economic system reform, fixed-asset investment construction has achieved remarkable results in both scale and growth rate. The total investment in fixed assets across society is expected to increase from 3.26 trillion yuan in 2000 to 4.3 trillion yuan by 2005. Therefore, facing the domestic and international markets of the new century, opportunities and challenges coexist, and the consulting service industry will undoubtedly enter a new period of development. In this process, the only way to achieve expected success in competition is to continuously enhance self-competitive capabilities. The whole-process management of engineering construction projects must be carried out in accordance with its objective laws and the construction procedures in a step-by-step manner. For example: investment opportunity evaluation, demonstration, and planning; preparation of project proposals and feasibility studies (reports); design (or general), preliminary, technical design, and optimization; construction drawing design and changes; preparatory work and procurement in the early stages of construction; signing of contracts for subcontracting and project implementation; project acceptance and post-project evaluation. Regarding investment control, it is generally accepted that the early planning stage can control and implement optimization for 80% of the total project investment, while the project implementation stage can only monitor 20% of the total investment.
