Features: Currently, China's total energy consumption ranks second in the world, and the conflict between energy supply and socio-economic development is highly prominent. Building energy consumption has exceeded 27% of the nation's total energy consumption. With China's socio-economic development and the acceleration of urbanization, building energy consumption will continue to grow rapidly. Building energy conservation is at a critical juncture, facing severe challenges and urgent tasks. Building energy conservation is an important component of the national energy conservation effort. It plays a pivotal role in promoting energy conservation and rational utilization in China, alleviating the conflict between energy supply and socio-economic development, accelerating the development of a circular economy, and achieving sustainable socio-economic development. It is also a key measure to ensure national energy security, protect the environment, improve and enhance the quality of people's lives, and implement the Scientific Outlook on Development in the construction sector. Building energy conservation is a complex systematic project involving planning, design, construction, operation and maintenance, management, and building materials and products. Emphasizing only one aspect makes it difficult to comprehensively achieve the goals of building energy conservation. Only by formulating and implementing building energy conservation standards can all these factors be considered, ensuring that energy-saving technical requirements and specific measures are scientifically sound, coordinated, and comprehensive. Therefore, building energy conservation standards, as the technical basis and guidelines for building energy conservation, serve as the technical foundation for achieving building energy conservation and an effective approach to fully promote it.
In line with the deployment of building energy conservation work during China's 10th Five-Year Plan period, and in response to the requirement to consolidate the achievements of building energy conservation in severe cold and cold regions in the north while actively promoting building energy conservation in hot summer and cold winter regions in the central areas and expanding it to hot summer and warm winter regions in the south as soon as possible, the Ministry of Construction approved the "Energy-Saving Design Standard for Residential Buildings in Hot Summer and Cold Winter Regions" in July 2003, following the implementation of the same standard in 2001. To implement the Scientific Outlook on Development and the 2005 government work report's requirement to "encourage the development of energy-saving and land-saving residential and public buildings," the Ministry of Construction issued the "Notice on Strictly Implementing Energy-Saving Design Standards for New Residential Buildings" on April 15, 2005 (No. [2005]55).
The key to promoting building energy conservation lies in strengthening the publicity, implementation, and supervision of building energy conservation standards. To further advance the energy conservation work of residential buildings in hot summer and cold winter regions and meet the needs of building energy conservation management, design, construction, research, education, training, and the production of wall, window, and air conditioning products in various regions, the Construction Ministry's Standard and Quota Research Institute, in collaboration with the main researchers and compilers of the "Energy-Saving Design Standard for Residential Buildings in Hot Summer and Cold Winter Regions," compiled the "Implementation Guide for the Energy-Saving Design Standard for Residential Buildings in Hot Summer and Cold Winter Regions." This book includes the guiding ideology and basic principles of the standard research and compilation work, an introduction to the main content, compilation basis, and usage requirements of the standard, the technical basis for the standard's formulation and various research results reports, as well as the latest laws, regulations, and policy documents on building energy conservation from national administrative authorities. Additionally, we have considered that some hot summer and cold winter regions also belong to hot summer and cold winter regions, requiring the implementation of the "Energy-Saving Design Standard for Residential Buildings in Hot Summer and Cold Winter Regions." Although the publicity and teaching materials for this standard were compiled and published in December 2001 and revised, they still do not meet the needs of users. Therefore, they have been compiled as an appendix for reference.
