Features: The late Qing Dynasty was a period of rapid socio-economic transformation. Under the dual impact of internal turmoil and external pressures, the fiscal expenditure policies of the Qing government were in a state of old and new intermingling, as well as Sino-Western fusion, exhibiting distinct transitional characteristics. During the late Qing era, traditional fiscal expenditure policies coexisted with modern ones, with the two competing and influencing each other. The modern and semi-colonial nature of fiscal expenditure policies developed in contradictory trends. The Qing government made appropriate adjustments and reforms to its fiscal expenditure policies that did not meet the demands of the times, thereby promoting the transformation of traditional Chinese fiscal systems into modern ones. However, due to foreign economic aggression against China, coupled with the lagging political reforms of the Qing government and the constraints of traditional fiscal thought, the Qing government was unable to formulate a relatively sound fiscal expenditure policy, which was also one of the main reasons for the gradual collapse of late Qing fiscal systems.
